Moving the year for reaching the goal of 95% diversion rate in Fast Hawaii from 201 1 to 2010. 2. Stressing that no public monies should be used given the willingness of potential vendors of the waste reduction technology to privately finance construction and implementation. 3. Providing a May I, 2004, deadline to disseminate the Request for Information. 4. Providing a July I, 2004, deadline to prepare and disseminate a Request for Proposals to include: a) Allowing three technologies to submit proposals. b) Advising that private funding for construction and implementation of the technology is expected. c) Requiring the proposal to include the full waste reduction process. To: P~~e~ LL' COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 3.~0 04 Draft 2 (Ramseyer) A RESOLUTION THAT SUPPORTS EXPEDITING THE PROCESS TO BRING ONLINE ONE OF THE THREE WASTE REDUCTION TECHNOLOGIES ENUMERATED IN THE FINAL. DRAFT OF THE INTEGRATED SOLID WASTE MANAGEMENT PLAN. WHEREAS, the Hawaii County Council, pursuant to the Hawaii Revised Statutes (HRS), Chapter 342G, adopted the Hawaii County Integrated Solid Waste Management Plan (ISWMP) by Resolution 291-94 on October 5, 1994; and WHEREAS, pursuant to the HRS, Chapter 3426-24, the Final Draft Update-to the Integrated Solid Waste Management Plan for the County of Hawaii (final draft revision dated November 15, 2002) was prepared by Harding ESE and adopted by Resolution 238-02 by the Hawaii County Council on November 20, 2002; and WHEREAS, one of the main objectives stated in the ISWMP is to increase the rate of waste diversion from landfills from the (1) current rate of 15%to 45% using low-tech or available recycling and resource recovery strategies to a (2) future overall rate of 80% by the year 2014 using high-tech solutions; and WHEREAS, while the Council agrees that increasing the diversion rate with high tech solutions is extremely important, a goal of 80%, given the newer applications of technology available today, is too low and a goal of a 95% diversion rate in East Hawaii by the year {39~b~ 2010 is preferable; and WHEREAS, in light of the strong island-wide public opposition to the idea of transporting trash across the island, '•-~•~-iw2~the Council supports achievin¢ the higher 95% rate of diversion because this higher rate of diversion has been demonstrated to be possible and is achievable with the improved waste reduction technology available today; and WHEREAS, a higher diversion rate would mean much less or, more ideally, no long hauling of trash from East Hawaii to the Pu`uanahulu landfill in West Hawaii; and WHEREAS, the Council, in addition to trying to address the concerns of residents of Hawaii Island about the issue of long hauling, is cognizant that time is of the essence in supporting the IS WMP policy objective that the county must procure a waste reduction facility for the East Hawai' i waste stream utilizing one of the following three technologies: waste to energy, thermal gasification, or anaerobic digestion; and WHEREAS, choosing acost-effective and environmentally appropriate waste reduction technology, }wiN} could be a time consuming process (the ISWMP estimates that it could take as long as 5-7 years) because it would involve procurement, design, permits, and construction before it can be brought online; and WHEREAS, the Council believes a waste reduction technology could and should be implemented as soon as possible; and WHEREAS the Council has heard presenters and vendors of the various technologies who Gave indicated a willingness to privately finance construction and operation of the facility; and WHEREAS the Council does not wish to expend public monies to construct and operate the selected facility when potential proposers are agreeable to using private funds• and WHEREAS, extending the life of the Hilo landfill is obviously necessary in the short term, however, it is {a ~ costly, and the residents of the county would be better served by the speedy implementation of a waste reduction facility utilizing one of the three technologies listed in the ISWMP: waste to energy, thermal gasification or anaerobic digestion. NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii that, in order to expedite the selection and implementation of one of three waste reduction technologies listed in the ISWMP and address the issues cited above, the Department of Environmental Management {;3-a;g2a-toy shall immediately take steps to: I. Disseminate an RFI-request for information by May 1, 2004. 2. Prepare and disseminate an RFP-request for proposal by July 1, 2004, that includes the following elements: a) Allowing the three technologies to submit proposals. b) Advising that private funding for construction and implementation of the technology is expected. c) Requiring the proposal to include the full waste reduction process (waste reduction facility plus "sort station"). rrrtlci~rrl 6 'I F 6 DCI ....,J DCD 6. AA... t nnnn 1 BE IT FURTHER RESOLVED that starting on June I, 2004 the Department of Enviromnental Management is requested to provide bimonthly progress reports relating to the RFI and RFP to the Chair of the Committee on Parks and Environmental Management. BE IT FURTHER RESOLVED that copies of this resolution be transmitted to Harry Kim, Mayor, County of Hawaii and Barbara Bell, Director, Department of Environmental Management, County of Hawaii, and the Environmental Management Commission.
