Enclosed is a memorandum dated April 19, 2004, from Dain P. Kane, HSAC President, requesting our Council's consideration of nominations to the Hawaii State Association of Counties (HSAC) Executive Committee, the Western Interstate Region (WIR) Board, the HSAC Special Committee on Solid Waste Management and the National Association of Counties (NACo) Transportation Steering Committee. Action to nominate members to these entities is recommended by the HSAC President by May 14, 2004. It is therefore advantageous that approval is granted for this matter to be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Public Works and Intergovernmental Relations for placement on its future agenda. Kyle, President-elect DATE: February 23, 2004 RE: 2004-2005 Presidential. Committee Appointments Looking ahead to ' my year as NACo president, I wanted to take this opportunity to let you know about the appointments that I will have the privilege of making to NACo's leadership team. These appointments are for one to three, year terms and membership on some of these committees has specific requirements. Following are the appointments along with the qualifications required for each. Steering Committee Leadership The eleven steering committees will each have a Chair, Vice -Chair, a RAC and LUCC Vice -Chair and Subcommittee Chairs and Vice -Chairs. Only applicants that have been active members of the steering committee will be considered for these appointments. The applicant should be willing to help coordinate leadership conference calls, develop the meeting agendas, and testify before Congress if necessary. IMPORTANT: The NACo president appoints only the steering committee leadership. The State Associations of Counties are responsible for nominating the general steering committee members. If you are interested in becoming a member of a steering committee you must contact your state association directly. Steering committee membership is not a part of this application process. Caucus Leadership The Rural Action Caucus Steering Committee and the Large Urban County Caucus Steering Committee will each have a Chair. Only applicant.'t hat have been active -members of these caucuses will be considered for these appointments. At -Large Appointments to the NACo Board of Directors Each president appoints ten at -large directors to the NACo Board of Directors for a one-year term. These appointments are to add balance to the board in respect to the inequities between urban and rural, gender, geography and minority representation. As with our communities, our strength is in our diversity. Standing Committees The Standing committees are as follows: • Finance Committee (3 - 3 year terms) - (background in finance and/or investment) • Information Technology Committee (chair and 24 members) - (advises the Executive Committee on information technology issues and provides oversight to NACo information technology projects) • Member Programs and Services Committee (chair and 8 members) -(develops and evaluates new programs and services for NACo members) • Membership Committee (chair, vice -chair and 23 members) (actively recruits and retains member counties, parishes and boroughs in order to increase NACo's total membership) . Ad Hoc. Committees The Ad Hoc committees are as follows: • Deferred Compensation Advisory Committee (chair and 5 members from participating entities -- 1 elected, 3 appointed and 1 state association executive) • FSC Board of Directors (1 - 3 year term -- must be NACo board member to serve) • NACo FSC Advisory Committee (6 - 1 -year terms -- 1 each as follows: county administrator, attorney, treasurer, human resource director, commissioner and one state association executive) • Arts and Culture Commission (chair, vice -chair and 20 members) • Sustainability Leadership Team (SLT) (chair, 4 vice -chairs, and 6 members) • Family Economic Success Advisory Committee (chair and 16 members) • Indoor Air Advisory Committee (chair) • Watershed Management Advisory Committee (chair) The Presidential Appointments Application Form is to be completed by everyone who wants to be considered for a committee appointment for July 2004 to July 2005. Special 'Committee on Solid Waste Management. The HSAC Executive Committee has established a Special Committee on Solid Waste Management. The purposes of the Special Committee are to gather . information from the counties relating to solid waste management, share experiences, problems and information and collectively evaluate new technologies and procedures. The -Special Committee will determine more detailed objectives, a meeting schedule, and other information. The first anticipated meeting will be held on Maui at the HSAC Conference at The, Ritz-Carlton, Kapalua, on June 9-10, 2004. Please ask your council to nominate a representative and an alternate to serve on this Special Committee by May ,14, 2004. 4. NACo Presidential Committee Appointments. President-elect Angelo D. Kyle has informed us of various appointments he will be making in the upcoming year (please see his attached memorandum, dated February .23, 2004). To ensure that there is no duplication of Hawaii representation on the various NACo committees, please ask your council to inform us of any member's desire to serve on a NACo committee.
