Enclosed is a memorandum dated April 23, 2004, from Edwin S. Taira, Housing Administrator, requesting our Council's consideration of the WIA Appropriation Bill along with a summary sheet of the WIA Allocations for Program Year 2004 and a synopsis of the WIA of 1998 for information. The Office of Housing and Development requires that the funds be appropriated by June 30, 2004, for use beginning July 1, 2004. The Office of Housing and Community Development (OHCD) respectfully requests that the above -referenced matter be waived from the HCHA to the full Council for action at the next appropriate Council meeting, hopefully, May 5, 2004. Timing is critical to the activities of the Workforce Investment Act. The OHCD requires that the funds be appropriated by June 30, 2004, for use beginning July 1, 2004. We have attached the Appropriation Ordinance and a summary sheet of the WIA Allocations for Program Year 2004, and a synopsis of the Workforce Investment Act of 1998 for information and use. BACKGROUND The PY 2004 funding allotments for WIA Title I programs were published in Volume 69, Number 58 of the Federal Register on March 25, 2004. These funds must be distributed in accordance with the WIA statute and the WIA State Plan for Hawaii. BEFITEL 0 Workforce Investment Act (WIA) WIA Allocations for Program Year (PY) 2004 On April 5, 2004, the State Department of Labor and Industrial Relations (DLIR) notified the Office of Housing and Community Development (OHCD) that the County would receive $2,079,858. Attached is a copy of WIA Bulletin No. 7-04, which dictates the amounts and distribution of funds. Prior to expenditure of any funds, the WIA requires approval of the County's Annual Plan for PY 2004-05 by the Hawai'i County Workforce Investment Board (HCWIB) and the DLIR. In anticipation of the HCWIB and DLIR approvals before June 30, 2004, and in order to administer the WIA programs beginning July 1, 2004, an appropriation ordinance is required be in place to expend the PY2004-05 funds. The HCWIB oversees and governs policies on the use and monitoring of the WIA Program funds. Each of the funding streams within the WIA Program, Adult, Dislocated Worker, Youth and Administration, is individual and unique to assisting its program participants. The ordinance sets up the proper accounts to receive and expend the WIA funds as assigned by the DLIR. No County General Funds are involved. 1363htlw A summary of the Workforce Investment Act (WIA) of 1998 The Federal Workforce Investment Act of 1998 provides the framework for a unique national workforce preparation and employment system designed to meet both the needs of the nation's businesses and the needs of job seekers, and those who want to further their careers. The Office of Housing and Community Development (OHCD) administers the WIA Program in the County of Hawaii. The WIA Program created a local area board (Hawaii County Workforce Investment Board), which governs the programs and policies of the WIA. The WIA Program has four distinct funding streams: 1. Adult Program; 2. Dislocated Worker Program; 3. Youth Program; and 4. Program Administration. • The Adult program assists persons 18 years old and older with services such as job search and placement assistance, labor market information, initial assessment of skills and needs, comprehensive assessments, development of an individual employment plan, counseling, case management, and vocational training services. • The Dislocated Worker program assists persons 18 years old and older, who have been recently laid off or have been given notice of lay off, with the above mentioned services. • The Youth program assists low-income youths, ages 14 through 21, with the following barriers: school dropout, basic literacy skills deficiency, homeless, runaway, foster youth, pregnant or parenting, offender, or need help completing an educational program or securing and holding a job. • Program administration covers the costs to administer the Adult, Dislocated Worker and Youth Programs. 1363htlw
