Comm. 573: BILL AMENDING THE CHARTER OF THE COUNTY OF HAWAII (2000) TO
(Bill 255) REORGANIZE THE OFFICE OF THE COUNTY CLERK AND COUNTY
COUNCIL BY ESTABLISHING AN INDEPENDENT AUDIT FUNCTION
WITHIN AN OFFICE OF THE COUNTY AUDITOR
From County Clerk Al Konishi, dated March 30, 2004, transmitting the above bill.
I'he intent of the proposal is to create an independent Oftice of the Legislative
Auditor in order to improve County government efficiency, effectiveness and
integrity. Under the proposed amendment, the Auditor would be appointed by the
County Council for an eight year term and could only be removed for cause. Also,
the powers of the Legislative Auditor would be augmented and the office's role more
clearly defined.

Comm. 600: PRESENTATION BY MR. BILL BROOKS, AIA, ON LEED CERTIFICATION
FOR THE WEST HAWAII CIVIC CENTER
From Raymond Carr, Energy Coordinator, Director, Department of Research and
Development, dated April 14, 2004, stating that the US Green Building Council, a
national non-profit organization, has developed aleading-edge system referred to as
LEED, "Leadership in Energy and Environmental Design," for designing,
constructing, operating and certifying the world's greenest buildings. They request
the opportunity for Mr. Brooks, who is a partner in the Honolulu architectural
firm of Ferraro Choi and Associates, to provide the Committee members with
information on LEED certification. He will address the expressed desire of the West
Hawaii community to have a sustainable design for the West Hawaii Civic Center at
Kealakehe. The presentation is a PowerPoint overview, which will take
approximately 30 minutes.
