Dear Councilman Yagong:
I have been reading of your work regarding land use, community organization and
empowerment and, most recently, the leasing of government lands. While I have not followed the
subject of leasing very closely, I have always felt that the County Council should be a forum for
active and strong debate on important issues that come before county residents. Whether the
ultimate decision is for or against a proposal, our system can only work if there is active debate
and free exchange of good information.
I want to express my thanks to you for displaying the courage and leadership in making
the County Council a forum for debate on the specific issue of land leasing. I also believe you are
correct on this issue as well. I know how difficult the demands of public service can be and that
few bother to become involved. Thanking you very much for your service, I remain

I read this morning's West Hawaii article on your stand on leasing of county lands
in Harnakua. I appreciate your willingness to represent your constituency and their best
interest, as well as the county as a whole, Ih this matter. Several of us in the 1:ona
districts have been wrestling with state officials over HELCO's proposal to buih? a power
plant In the conservation district.
We were dismayed to find many government officials who were either ins fferer~t
or unable to address the Issues openly and honestly. However, we were buoyed by the
suppoi t we received from some of our elected officials like Senator Levin and Councilman
Tyler and many, many ordinary people who are makij,g a living but took the time to stand
up for what. they felt was right.
When officials like you step forward and demonstrate leadership, this restores the
ordinary person's feelings that they can trust their government officials to du the right
thing (without the citizens being forced to spend time and money fighting their
government officials). Keep up the good work and you have my greatest respect. as a
county leader. Thank you very much and I am sw~e; your constituency is proud of you.
