SUBJECT: University Terrace Change of Zone Application (REZ 03-023), ~
Hilo Hawaii, TMK: 2-3-44:19: 2-3-49:53; 2-3-37:1 ~
The Department of Education (DOE) asks that your committee consider imposing a school fair-share
contribution as a condition of rezoning the University Terrace property in the upper Ponahawai area of South
Hilo.
The DOE's review of the environmental report for the University Terrace master planned community indicated
the project would generate a significant number of new students for the schools in the Hilo High School
Complex. The Terrace is expected to have up to 750 residential units including units for long-term visitors.
The projected impact on the area's schools is estimated to be between 200 and 320 additional students.
The DOE requests that the County of Hawaii include as a condition of zoning, a school contribution, using the
standard fair-share language used in rezoning. The proposed wording is:
The Applicant shall contribute to the development, funding, and/or construction of school
facilities, on a fair-share basis, as determined by and to the satisfaction of the Department of
Education. Terms of the contribution shall be agreed upon in writing by the applicant and
the Department of Education prior to obtaining building permits for any area of the project.
Funds collected as a result of this condition will be used for Capital Improvements Program projects at schools
in the Hilo High Complex.
