Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $15,000 to the Department of Research and Development's Greetings Program
account. The State of Hawaii, Hawaii Tourism Authority is providing these additional
funds for the planning of special and unique programs for the inaugural voyage of the
Pride of Aloha cruise ship of the Norwegian Cruise Lines. These funds will be used for
creative and expanded activities of greetings at the Hilo Harbor on July 7th and at the
Kailua Pier on July 8th'

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Council action is needed to amend the Department of Research and Development operating budget to
accommodate increases in State funding. The additional monies awarded through a supplemental
agreement by the Hawaii Tourism Authority will be divided to $7,500 for Hilo and $7,500 for Kona to plan
special and unique programs for the inaugural voyage of the Pride of Aloha cruise ship of Norwegian Cruise
Lines (NCL) commencing from Honolulu Harbor on July 7, 2004. These one day events will include creative
and expanded activities of greetings at Hilo Harbor on July 7th and Kailua Pier on July 8th.

PurpOSe Of Grarit: The 2004 Hawaii County Greetings Program provides funding to East and West Hawaii for the
purpose of greeting arriving cruise ships to the Island of Hawaii.
The grant of $75,000 is shared between island ports of Hilo Harbor and Kailua Pier.
The grant monies are designated for entertainment, coordination of volunteers and greeters, informational training
programs, supplies, appreciation and recognition events, marketing and promotions, and administrative costs of
contracted organizations.
