Thank you for giving us an opportunity comment on your proposed $40 million bond issue for
road projects in North Kona, South Kona, South Kohala and Puna. Initially, my reaction was
to encourage you to not limit these funds to only roads, because we have many other very
pressing needs as far as facilities that this bond issue will not address. In addition, please
know that there are road and highway needs in all districts, and perhaps consideration should
be given to other districts as well. However, this response is honoring your directions on the
use, amount and district distribution.
In response to your request to identify projects in North Kona, South Kona, South Kohala and
Puna, attached is a list of road projects for the stated districts that we feel will make it possible
to spend the proposed bond funds within the next three years, as federal arbitrage regulations
encourage.
If some of the listed projects differ from what you intended the bond money to be used for, we
can sit down with you and discuss them to come to a workable list of projects.
Since the amounts shown are estimates, it would be advisable to structure the bond issue so
that there is flexibility in the amount of money allocated for each project. We can work with
you on that issue also.
