Comm. 573: BILL AMENDING THE CHARTER OF THE COUNTY OF HAWAII (2000) TO
(Bill 255) REORGANIZE THE OFFICE OF THE COUNTY CLERK AND COUNTY
COUNCIL BY ESTABLISHING AN INDEPENDENT AUDIT FUNCTION
WITHIN AN OFFICE OF THE COUNTY AUDITOR
From County Clerk Al Konishi, dated March 30, 2004, transmitting the above bill.
The intent of the proposal is to create an independent Office of the Legislative
Auditor in order to improve County government efficiency, effectiveness and
integrity. Under the proposed amendment, the Auditor would be appointed by the
County Council for an eight year term and could only be removed for cause. Also,
the powers of the Legislative Auditor would be augmented and the office's role more
clearly defined.

Bill 255. He is writing for his Boy Scout Citizenship in the Community badge.
Comm. 573.3: From Michael R. Ben, SPHR, Director of Personnel, dated April 19, 2004, offering
his comments on Section 3 of Bill 255, Draft 2, in particular, the proposed section
titled "Office Established; County Auditor."
Comm. 573.4: From Bobby Jean Leithead-Todd, Deputy Corporation Counsel, dated May 4, 2004,
regarding Council authority to appoint and employ staff exempt from civil service.
Her memorandum offers a legal opinion in response to the query of what current and
future staff positions in the legislative branch of the County of Hawaii, the County
Council, are exempt civil service positions under the Hawaii Revised Statutes, and
which positions are civil service.
