community who spent two days deliberating over various issues involved in the
expected increase in cruise ship visits to both Kona and Hilo piers.

Commerce and Consumer Affairs' ("DCCA") Plan For Public, Education, and
Government ("PEG") Access dated January 2004. States that the local public access
center. Na Leo O' Hawaii, is a private nonprofit corporation, and that a large
percentage of access centers on the mainland are managed and administered by local
city and county governments. Requests an opportunity to discuss the benefits of
having our local county government take over management of the access center.
