The case in point, our decaying and inadequate roads could best be upgraded by going to competitive bid and allowing private enterprise to efficiently move in, complete the needed repair or improvement and move on to other work. Contractors are available, manned and equipped to accomplish public works projects. Our government should use tax revenues in the most efficient way. Employees added to cradle to grave public payrolls will not help already stretched budgets. Private sector employers pay taxes and become responsible for their employees' fringe benefit costs. Mayor and Council, don't raise taxes to add payroll; please put the work out to bid! Later, should revenue surplus appear, more police would be of greater value to our community than County road workers. Sincerely, E. F. Ski Brown P 75-5784 Elena Place Kailua-Kona HI 96740 comm. fJo.
