Comm. 280: APPOINTMENT TO WATER COMMISSION - ANNA CARIAGA
From Mayor Stephen K. Yamashiro, dated April 2, 1993,
submitting for confirmation the following appointment
to the Water Commission:
Anna Cariaga, a democrat from Pahala, to serve as
a representative from the Ka'u District for a
five-year term until December 31, 1997.
Comm. 257.01: HAMAKUA AGRICULTURAL PARK SUBDIVISION
From PC Chairman Takashi Domingo, dated April 6, 1993,
informing that Yukio Kitagawa's (Chairperson, State
Board of Agriculture) staff was contacted on the status
of Communication No. 257, dated February 17, 1993,
relating to the Hamakua Agricultural Park Subdivision.
He was informed that the courts have appointed a
trustee to develop a plan acceptable to the bankruptcy
court and it remains unknown whether the proposed
Hamakua Agricultural Park Subdivision will be accepted
by the courts. The Board of Agriculture will advise
the County and the Council on any new developments.

Richard Mitsumori, Division Chief, Highway Maintenance
Division, Department of Public Works, regarding the
County's request to acquire an easement over private
property (Revocable Permit No. 5-4659 to Dr. Tokuso
Taniguchi), area 17,132 sq. ft., located at Piihonua,
South Hilo, LUC-zoned Urban and County-zoned Open.
States Dr. Taniguchi has agreed to allow County use of
his driveway by its emergency vehicles as the Reeds
Island bridge does not have the capacity to carry
vehicles over 6 tons.
Comm. 298: ETHANOL INDUSTRY
(Res. 51) From Councilman Jim Rath, dated April 8, 1993,
transmitting for consideration a resolution encouraging
the public and private sectors to aggressively pursue
the development of the ethanol industry in Hawaii.

Comm. 289: RESOLUTION REGARDING CHARTER FLIGHTS BETWEEN HAWAII
(Res. 48) AND CITY OF SHENZHEN (PEOPLE'S REPUBLIC OF CHINA)
From Councilwoman Helene H. Hale, dated April 6, 1993,
transmitting a resolution urging the Governor of Hawaii
and the Mayor of the County of Hawaii to extend an
invitation to the Shenzhen Airport Authority officials
to include as part of their tour of U.S. Airports,
Hawaii as one of their stops for business discussions.

March 18, 1993, regarding the matter.

I. Shen. Informs that a feasibility study conducted by
the State indicates that it does not warrant Hilo
airport's designation as an international airport at
this time and that efforts are being made to designate
Keahole Airport as an international airport rather than
Hilo.

From R. B. Legaspi, Acting Mayor, transmitting
communication with attachments regarding a request from
Matthew Chapman, Office of International Relations,
Office of the Governor, that a "Sister Island"
relationship be considered between Hailing Island,
Mainland China and Hawaii County.
Comm. 47.01: From Brenda Lei Foster, State Office of International
Relations, dated January 8, 1993, testifying in favor

Comm. 47.01: of the proposal to establish a sister-island
(Cont'd) relationship between the Island of Hawaii and Hailing
Island in Guangdong Province, People's Republic of
China.
Comm. 47.02: From Oahu Councilmember Leigh-Wai Doo, dated January 7,
1993, encouraging a Sister Island relationship between
the Big Island and Hai Ling Island. Informs Oahu is a
Sister Island with Hainan Province, China, which, like
Hai Ling Island, is a special economic zone of China
projected for major re-development and growth.
Transmits for reference a copy of their Resolution
No. 85-66, establishing the Sister Island relationship
between Hainan and Oahu and his August 1985 report on
his overview of the Sister Island relationship..
Comm. 47.03: From Matthew Chapman, on behalf of Brenda Lei Foster,
State Office of International Relations, dated
January 11, 1993, transmitting testimonies from Yu
Lung, President of the Silver Ocean City Corporation,
charged with the implementation of the Hailing master
plan, and from Wen Pao Tien, the Mayor of Yangjiang
City (has jurisdiction over Hailing Island) regarding a
Hailing-Big Island sister-island relationship.
Comm. 97.04: From Brenda Lei Foster, State Office of International
Relations, dated February 18, 1993, expressing
appreciation to the Council for extending courtesies to
Mr. Ivan Shen of Hong Kong in connection with the
possible formation of a Sister Island tie between the
Big Island and Hailing Island, Guangdong Province,
China.

1993, transmitting communications regarding a proposal
from Dr. and Mrs. Maclcolm Smith for a Sister City
relationship with La Serena, Chile.
