The main purpose of the bill is to enable more efficient emergency response through the E911 system (see attached letter from Verizon). Two years ago, when amendments to Chapter 22 of the Hawaii County Code were adopted, house numbering requirements were deleted at administration request so that a new system could be developed. At that time, we expected to send a new bill to you for consideration within six months. It has taken much longer than that because we have undertaken an in- depth analysis of the issues involved in house numbering, and developed a bill that more comprehensively addresses these issues. The provisions of the attached bill include: 1) All streets, whether public or private, are required to be named and street name signs installed at all street intersections. The bill includes a definition of "street" to be any vehicular way serving three or more lots or units. If not a street, it is a "driveway". The address for buildings along a driveway would use the street name which the driveway intersects. Hawaii County Code Chapter 22 was amended in 2002 authorizing the planning director to name public and private streets (§22-5.2). A conflict still exists with Hawaii County Code §23-49 which requires County Council approval of street names. The Subdivision Code revision bill pending before the County Council would remove the conflict. 2) Addresses are assigned to buildings. Vacant lots are not addressed. Until an address is assigned to a vaoant lot, the TMK number serves as the unique identifier. An address becomes necessary once a building is placed to enable phone service and E911 response, postal or commercial delivery, and to distinguish buildings when multiple structures occupy the same lot. The bill has exception clauses to address lots without structures when necessary-for example, a farm to enable E911 resporlomm. No. 6 33 J3. I I 7 ~ cR.ef. To: W Ref. Arakaki, Chairman, and Members of the County Council Page 2 3) The bill includes specifications to display addresses so that the address can be quickly discerned by emergency responders as they are driving along the street. For single family residences with mailboxes, the address can be displayed on the mailbox. For residences without mailboxes like many of those in the rural areas that use P.O. boxes, the bill requires the address to be displayed on a post, fence, wall, or other structure near the intersection of their driveway and the street, unless the house is located close to the street (within 50') in which case the address can be displayed near the main entrance to the house. Multifamily residences and commercial complexes must have addresses displayed near the entrance to each unit. 4) Currently, the Department of Public Works assigns addresses. The bill proposes to transfer that function to the Planning Department in order to more closely coordinate address assignments to two other closely related functions currently handled by the Planning Department: a) the approval of street names; and b) the assignment of TMK numbers. 5) The bill proposes a lag time of 30 days to apply to new construction to allow time to sort through the requirements. For existing buildings, the bill allows one year to conform to the requirements. The bill distinguishes violations to properly address a building where the penalty is light, from property damage violations that deface an address where the penalty is severe. To facilitate the administration of this addressing bill, amulti-agency effort is currently developing a GIS street centerline database system. This system will enable computerized assignment and location of addresses, and will replace the outdated street database currently utilized for the E911 system. The agencies involved with this effort include Data Systems, Department of Public Works, Police Department, Fire Department, Elections, Civil Defense, and the Planning Department. The bill will impact many existing residents. For those with mailboxes, many of the address numbers are too small (e.g., 2") and do not meet the required minimum 3"; moreover, many addresses are on only one side of the mailbox (address on two sides required if the mailbox is perpendicular to the street). Many rural residents without mailboxes may have to purchase a post to display the address if they do not have an existing wall or fence along the street. However, public safety response to emergencies will be enhanced by passage and implementation of this bill, and I respectfully ask for your favorable consideration. Hawaii 96720 (.Dear Mayor Kim: In a letter dated February 27, 2003, Verizon Hawaii provided notice to the County that it would be filing a request for a tariff with the Hawaii Public Utilities Commission that would require a County approved street address from a customer requesting telephone service. The proposed tariff would enable Verizon Hawaii to serve its customers better sand enhance the effectiveness of the County's E911 emergency call system. This is to inform you that the tariff to require applicants requesting new telephone service to provide a valid street address was approved by the Public Utilities Commission on May 28, 2003 and the tariff is to take effect on June 6, 2003. A copy of the Verizon Hawaii's original letter to the County and the tariff is attachecJ for your reference.
