RE: Request to Waive Consideration of the Donation to the National Association of Counties (NACo)
and the Western Interstate Region (WIR) for the 2005 NACo Annual Conference to be held in
Honolulu, Hawaii to the Full Council
Pursuant to Section 1(g) of Rule 4 of the Procedure of the Council of the County of Hawaii, 1 request
your support for waiver of this matter from my Committee on Public Works and Intergovernmental
Relations for consideration and approval by the full Council at its next scheduled meeting on June 2,
2004.
Enclosed is a memorandum dated May 19, 2004, from Donovan Dela Cruz, Chair, City and County of
Hawaii requesting our Council's consideration of Hawaii County's donation of $85,167 to the National
Association of Counties (NACo) and the Western Interstate Region (WIR) for the 2005 NACo Annual
Conference to be held in Honolulu, Hawaii.
Action on [he proposed donation is requested by May 21, 2004. It is therefore advantageous that approval is
granted for this matter to be placed onto the next Council agenda for review. However, in the event this
request is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Public Works and Intergovernmental Relations for placement on its future agenda.

RE: Donation to NACo &WIR
We are currently in the process of outlining the budget for the NACo 2005 Conference
and would appreciate your informing us by Friday, May zi, on the status of the $85,167
requested as Hawaii County's contribution to the conference.
Also, I understand that Hawaii County will be contributing tropical flowers for the
members of the Board of Directors, for the WIR Conference in Ogden, Utah.
We are thankful and appreciative of the support and contributions from neighbor island
counties in ensuring that the 2005 NACo Annual Coxzfexence and Exposition will be a success.
