AN ORDINANCE NAMING A COUNTY RECREATIONAL FACILITY (TMK: 2-1-06:13 and 2-1-
06:15) PURSUANT TO CHAPTER 15, HAWAII COUNTY CODE 1983 (1995 EDITION).
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Findings and purpose. The purpose of this ordinance is to designate the
name "Kuhiii Kalaniana'ole Park" for that certain County recreational facility, identified by Tax
Map Key: (3) 2-1-06:13 and (3) 2-1-06:15, pursuant to Chapter 15, Hawaii County Code, which
establishes guidelines for naming of such facilities. Section 15-67(a)(2)(B), HCC, provides that
any "open area" County facility shall, inter alia, be named for its neighborhood, community,
region, district or other identifying geographical location. The subject parcel is an open area
park located in the Keaukaha area of Hilo and will be developed by the Rotary Clubs of Hilo.
Kuhio Bay is the water area surrounding the site of the new park, and the site also rests at the
place where Kuhio Bay meets Kalaniana'ole Avenue. The name "Kuhio Kalaniana'ole Park"
also refers to Prince Jonah Kuhio Kalaniana'ole, who served as Hawai'i's second delegate to
Congress. In 1917, he was instrumental in forming the first Hawaiian Civic Club to stimulate
civic efforts and education within the Hawaiian community, and promote Hawaiian culture.
Kuhio is remembered for his successful effort to get Congress to pass the 1920 Hawaiian
Homes Commission Act, which provides homesteads for native Hawaiians. He was known as
the "Citizen Prince' and was in line to become king before the monarchy was overthrown in
1893.
SECTION 2. Notwithstanding any other law to the contrary, that certain open area
County park identified by TMK (3) 2-1-06:13 and (3) 2-1-06:15 is hereby named "Kuhio
Kalaniana'ole Park."
SECTION 3. In the event that any portion of this ordinance is declared invalid, such
invalidity shall not affect the other parts of this ordinance.
SECTION 4. This ordinance shall take effect upon its approval.
