Honorable Chair and Members of the Committee:
HIEDB recently investigated the Trust for Public Lands resources in examining the
feasibility of purchase of an historically significant tract in Kailua-Kona. During that
discussion, we became aware of TPL's breakthrough legislative planning in Maui and
Kauai Counties, and applaud Councilmember Gary Safarik for introducing similar
legislation for consideration of the Committee.
We have not examined the percentage requirements or differentials. The concept of the
legislation is well-proven in national and local systems. We appreciate the immediate
access to funds (over time), and the fact that Council leadership will determine the level
and sites under discussion.
We recall that similar innovative legislation created an Asset and Royalty fund some
years ago; this new fund may prove a hallmark in ensuring protection for important
resources. In conversation with our colleagues at the Maui and Kauai Economic
Development Boards, they have enthusiastically recommended this legislation. For this
reason, we made an effort to provide research and information in our weekly "Focus on
the Economy" column, and have received very favorable responses from the public.
We appreciate yow consideration, and look forward to developing this concept under
your guidance and support.
