I,'~~,J, l County Council Aloha, In January o`_ this year the Hawaiian Civic Club of Hamakua wrote letters to our public officials about our concerns regarding the present situation on land use in Hamakua. How it vri11 affect the life style of the people who live in this district if our concerns are not considered and put into negctiations when these lands are leased out. we and our children will have nothing, no where to go if these areas from atop of waipio Valley (Kuikuihaele) to Laupahoehoe are leased out where the leasee will have the right to do whatever they want by blocking access to our forests and ocean denying us our cultural rights. Tt will truly be a lost to all. It is happening right now and has sadden our hearts. Again we ask that all the areas in forest vrhether in conservation or not be for public use (preserved) and not leased out. Only areas that the plantation has cultivated and harvested should be leased if need to and public access made available through present existing roads and maintained. we also feel that the total area (lands) to be leased out should not go ~o any individual organization or group where in order to apply for these lands we must follow their By-Laws and Rules. The County should deal directly with each individual applicant or leasee. The HCCH again ask that our request be considered and await your reply. James w.
