Unless and until new, adequate <br /> infrastructure is in place to support the increase in traffic this project <br /> will generate, there will be no benefit to the community. On the contrary <br /> at the last Kona meeting addressing this project, everyone who testified <br /> enumerated the adverse impacts of the project, with only one voice in favor <br /> the developer's representative. With so much testimony against, and so <br /> little in favor, one can't help but ask why you and your fellow councilmen <br /> would approve this project as is. <br /> A major concern for those of us living in Kona Heights and Kailua View <br /> Estates is the issue of unenforced zoning laws. As you may know, these <br /> subdivisions are zoned "single family residence", and yet a large <br /> percentage of homes here are de facto apartment buildings. Homes are put <br /> on the market as 2-unit income properties, and bought and sold as such. We <br /> <br /> have no reason to believe that the proposed 43 homes will remain <br /> single-family residences, or that there will only be 43 families living <br /> <br /> there. I believe my cul-de-sac is representative of the area. There are <br /> 10 houses on the street, and 3 of them are subdivided into illegal rental <br /> units. This generates not only increased noise pollution and litter (our s <br /> <br /> neighbors have parties at the end of the cul-de-sac and leave their empties O n_ ~ <br /> <br /> on the street and in our yard), but adds an average of one more car per C <br /> <br /> person over age 16. There have been as many as NINE cars belonging to one - . ~ <br /> "family" next door, and five or six at the other illegal duplex across the <br /> street. This makes for almost constant in-and-out traffic and on-street ~ <br /> <br /> parking (instead ofoff-street parking, as the laws stipulate). - - <br /> You ve heard the other issues regarding this project from others in the ~ <br /> <br /> area. Please believe us when we tell you this project will erode our <br /> <br /> quality of life even further. No one will stand to benefit from this kind <br /> <br /> of density except the developer.
