SUBJECT: NANI KAtT.UA DRIVE 4-WAY 3TOP
Kone TretYc safety Committee has ban roquested to provide comment on the four way stop at the intersection of
Nani Kailas chive and Kakalina Street. The committee supports retaining the signs as now installed at the subject
intersection. Although the consultant reports that signs are not "warranted" by the normal engineering systems and
guidelines, it should be noted that deviations from the guidelines can be grarrted by the wanly authority having
jurisdiction, The provided survey indicated that there was a significant reduction in average speeds, but also noted
that there is a definite speeding problem, with speeds as high as 57mph observed in the 25mph zone.
The repott offers two objections to the stop signs, traffic diverted to Aloha Kona and Hoene Streets, and a problem
of non-compliance by drivers "running' the stop sign. The fact that cars are using the other streets to avoid
stopping indicates that more signs may be needed on those roads as well, to affect the same "calming" that Na»i
Kailas Drive is experiencing. Non compliance should be handled with increased enforcement, or with a raised
orosswalk at the subject intersection. if the County chooses to remove all the traffic signs that are not obeyed all of
the time, we will be in complete chaos, with no remaining signs, in short order.
In conclusion, it is our opinion that the existing signs, although not perfect, are having aslowing/calming effect,
which the rosidents appreciate and support. Uatil they can be replaced with a better solution, more suited to our
steep Kona roads, please leave the stop sipis installed and consider adding to their numbers. We believe that a case
could be mado for stop signs at all of the cross intersections on all three of the Mauka - Makai roads, Aloha Kona,
Hoene, and Nani Kailas. Continued additional development in this area will add to the existing problems uNess
some measures are taken. Thank you for your consideration.
