WAIKOLOA HEIGHTS PROPERTY

Dear Councilmember Elarionoff and Members of the Planning Committee:
In follow-up to your discussion with Tom Yamamoto representing Lynch Investments, owners of
the Waikoloa Heights property, enclosed is an exhibit showing the proposed revision to the County
General Plan, Land Use Pattern Allocation Guide (LUPAG) Map to allow for the future mixed use
development within the Waikoloa Heights property at Waikoloa Village. The approximately 866 -
acre property is located at the northern most portion of Waikoloa Village, as shown in Figure 1, and
would be accessed through an extension of Paniolo Drive.
As part of their initial planning for the approximately 866 -acre property at Waikoloa Village, Lynch
Investments recently completed a master planning effort for the property. Although the property is
currently zoned for single-family use, the development plan for this area, as shown in the attached
Conceptual Master Plan (Figure 2) seeks to preserve the unique qualities of the site by retaining
much of the drainage and steeper areas as open space elements and by respecting and working with
the natural topography of the site. Additionally the Master Plan is organized around the concept of a
Rural Town Center that would include a mix of multi -family (condominiums), community services,
and some commercial uses. While keeping to a total planned density that would be less than that
allowed under the existing zoning, the inclusion of multi -family uses in the area of the proposed
town center will allow for more area to be preserved as open space and will reflect a mix of uses in a
similar proportion to that found within the overall Waikoloa Village community. The limited
commercial area is intended to allow for convenience -type, neighborhood commercial uses.
In order to implement the proposed mixed-use development as part of future increments of the
Waikoloa Heights development, on behalf of Lynch Investments, we respectfully request that a
Medium Density Urban designation be included on the County LUPAG Map with the property area,
as shown in the attached exhibit (Figure 3).
