report of a mission conducted on April 20-22, 2004, in East Flawai`i. as required by
Res. 46-01. The report indicates the number of plants eradicated. No complaints
were received from the public.

bill. This authorization will allow the Director of Finance to take advantage of low
interest rates to refund existing higher rate bonds. Broad authorization for refunding
bonds will shorten the time required to initiate a refunding when it is deemed
appropriate.
