Pursuant to Hawaii Revised Statutes §92-41, notice is hereby given that the Hawaii County Council's
Committee on Planning will be holding two workshops on Bill No. 163, Draft 2. a bill for an ordinance
adopting the County of Hawaii General Plan. Bill No. 163, Draft 2, proposes to repeal Ordinance No.
89 142. Hawaii County General Plan, as amended, and replace it in its entirety.
As required by the Hawaii County Charter, the County Council in 1971 adopted by ordinance a General
Plan which set forth the Council's policy for long range comprehensive physical development for the
County. The General Plan also required five and ten year comprehensive reviews and updates to
maintain the Plan's dynamism and flexibility to accommodate major changes and trends within the
County.
Bill No. 163, Draft 2, proposes numerous amendments to Bill No. 163 and the [ Iawai'i County General
Plan, as part of the current comprehensive review. Revisions include changes to the following elements
and components: Economic, Energy, P.nvironmental Quality, Flooding and Other Natural Hazards,
Historic Sites, Natural Beauty. Natural Resources and Shoreline, housing, Public Facilities. Public
Utilities, Recreation, Transportation, Land Use, the Plan's Introduction, Plan Implementation and
Amendment Procedures. This bill also proposes amendments to (1) the Facilities Maps and (2) the band
Use Pattern Allocation Guide Map, which are the graphic expressions of the General Plan policies,
particularly those relating to land uses.
A comprehensive presentation about the proposed General Plan amendments contained in Bill No. 163.
Draft 2, will be conducted, followed by a question and answer session.
