SUBJECT: Resolution to t a is ea n e ona Coastview/Kona Wonderview
Water Improve istrict
Attached please find a copy of a resolution amending the Water Improvement District for the
Kona Coastview and Kona Wonderview subdivisions and calling for a public hearing nn the
evening of July 12, 2004 at Kealakehe Intermediate School.
Pursuant to receipt of the winning construction bid for the project, approximately $ l .SM in
additional financing for the project has been secured from USDA Rural Development ($920,000)
and the Water Board, County of Hawaii ($600,000). This additional project cost and the
resulting increase in pro rata assessments to the property owners of Kona Coastview and Kona
Wonderview necessitates a public hearing, as discussed in the resolution.

RF,: Request to Waive Consideration of Resolution No1.97-Q~W Resolution Amending
the Establishment of a Water System Improvement District for the Kona Coastview and
Kona Wonderview Subdivisions and Setting a Public Hearing to Present Final Project
Costs, Financing Thereof, and Proposed Assessments
Pursuant to Section I (g) of Rule 4 of the Procedure of the Council of the County of Hawaii, I request
your support for waiver of this matter from my Committee on Public Works and Intergovernmental
Relations Cor consideration and approval by the full Council at its next scheduled meeting on June 16,
2004.
At the request of Council Member J. Curtis Tyler, III, I recommended that this resolution be taken up for
favorable consideration by the Council in order to meet the rigorous schedule of actions required to bring
this long-awaited project to fruition.
It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda
for review. However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Public Works and Intergovernmental Relations for placement on its
future agenda.
