Chair Safarik and Members of the Hawaii County Council Committee on Public
Works & Intergovernmental Relations:
I am Paul Oshiro, submitting testimony on behalf of Verizon Hawaii on Bill 275,
"AN ORDINANCE AMENDING CHAPTER 14 (GENERAL WELFARE) OF THE HAWAII
COUNTY CODE, AS AMENDED, RELATING TO STREET ADDRESSING AND
NAMiNG." This bill establishes a street addre~s"rng and naming system for Hawall
County. Veiizon Hawaii supports this bill.
Currently, there ere many residents and some businesses in Hawalf County that
are without street addresses. This hinders the effectiveness of the County's E811
system for these residents and businesses and makes n more difficult to locate
customers for telephone service installations and service.
This bill will establish a unfform and systematic procedure for the assignment of
addresses throughout the County of Hawaii. In addition to enhancing the location of
indivkiuals in cases of emergency, this bill should also expedite postal, commercial
delivery, and utility service. We also believe that the time period provided for in this bill
for new and existing structures to conioml t0 these street addressing requirements is
fair and reasonable.
