RE: Resolution 194-0a
1 am in opposition to resolution 194-04:
1 am NOT in favor of the County of Hawaii taking ownership of the Hawaiian Acres road for
the folknving reasons:
1. Mr. Jacobson never consulted wkh Hawaiian Acres Community Association
bef6re iMroducMg resolution 1ti4-04 or supporting 194-04. What is the
reason for this? Mr. Jacobson does not have the support of the Hawaiian Acres
Community Association who by State charter represents the community. Mr. Jacobson
has repeatedly stated that he represents the Hawaiian Acres majorrry...Where is the
evidence of this?
2. Has Mr. Safarik or Mr. Jacobson ever met with the HACA specifically in discuss
options for keeping this corridor open to the public? Has public works?
3. The people of Hawaii County, through the County council coMreeted Towrnscape,
Inc. paying them 5120,000 to gather data, and input from the community for the
Puna circulation plan. Taking over a private road ~ premature at this time, as
townscape has not complied their findings a tondudes public sub regional
meetlngs with public.
4. I have concerns relating to "environmental justice" regarding the taking of
private lands from a population that is perhaps less socioeconomically
affluent than some Hawaii populations.
5. What is the plan for developing this rd if taken...what is the vision for this rd?
into the year 2025?k: there potentlal for upgrading it to courHy standards to SO
feet, taking 10 feet of adjacent parcels in the fuWre. This corrceros rrre.
6. I have conCemS over civil liberties that may be jeopardized by county takeover
~ of this land. State land court has already ruled that °a portion" of the lot can't be taken.
7. Of a greater concern to me is the bigger pdure, that being the "peak oil" issue. Do
we really want lD burden the county with more to care fort Oil prices are rising.
~ They aren't going to go down...not significantly. This affects aU levels of our lives,
everything we consume. Doeslwfit the county have the reaourc~ to maintain,
mow, patrol. this road? Think about it.
8. Curcentty P.E.A.R. is being used regularly as a drag strip in two places that I'm
aware of, crime in my neighborhood has increased, as has illegal dumping of
rubb~h since pear has opened.. Public works indicated to me that they wiN not be getting
more manpower to maintain this road. As you are aware we have a severe shortage of
police in Puna. 6 b
What rs the plan for maintenaince of the road? Comm. No.
