We are oaaosed to resolution 194-04
My name is Patricia J. Hayes, I am an RN employed at Hilo Medical Center and have been a
resident of Hawaii County for over twenty-one years. I have resided in the lower Puna area for
the last eight years, and am presently living in the Keaau Agriculture Lots. I am the owner of
two lots in the Hawaiian Acres subdivision.
This testimony is given on behalf of the Clay and Melinda Jung family of Mt. View, Gerald
Reiss of Hilo, and myself.
We oppose resolution 194-04 because:
¦ We became alarmed when made aware that the Hawaiian Acres Community Association
was never consulted regarding resolution 194-04, nor were they consulted before council-
person Jacobson brought resolution 184-04 to committee. This is particularly concerning
to Ms. Patricia Hayes, who is a member of HACA. As a lot owner she relies on this
organization to update her on community related issues such as this. If HACA is not
informed on issues in a timely manner how can they update the community and get input
from them?
• What are the plans for this road if the county were to take it over? Will it be brought up
to County Standards? Isn't the road only 40 feet wide? Does this mean land will be
taken from adjacent lands to bring it up to standard? This was presented as an
Emergency Access Road. There is potential here for the taking of additional privately
owned lands it the name of "eminent domain". We do not think that is the way our
forefathers saw it.
• Does the county really have the resources to maintain this road?
¦ We say file resolution 194-04. Write a new resolution for the county to take ownership
of Ainaloa Blvd as that community apparently wants. Ainaloa will be happy. Their gate
will be taken down. The P.E.A.R. will remain open.
• As for the Hawaiian Acres privately owned portion of P.E.A.R., it is our recommendation
to have someone from public works meet with HACA and others in the community about
a plan of action for the future of this road. We believe that the community is willing to
work with the county in a way that would keep the road open! People of Hawaii County
own a portion of lot 6213 and are responsible for maintaining it. The county has already pp

put some energy into up-keeping the road. This has also been done by the residences of
Hawaiian Acres and through donations of nonresident landowners.
• P.E.A.R. in Hawaiian Acres is looking more like P.A.R.. Puna access road - not Puna
"eme~ency" access road.
If this be the case. let's nut all the cazds on the table. The Hawauan Acres community
deserves this. They deserve to have their voices heard by this council. This is their
community, then neighborhood, their future.
We aze paddling the same canoe and hopefully in the same direction. Allow the Hawaiian Acres
community to steer through these waters. They know them the best. It is better to paddle
slowly, cautiously, through some waters. There is no rush here.
Once aeain we oaaose resolution 19404 and request it be filed.
