Comm. 1110.4: NOISE CONTROL
From Edwin and Joyce Takara dated March 18, 1988,
regarding the noise problems they are having with their
neighbor who raises chickens, and asks Councilman
Schutte to find out if their area has a State Land Use
option to be classified Urban; if so, what would
chicken owners be required to do with their animals.
Comm. 1110.6: From Planning Director Albert Lono Lyman dated
April 21, 1988, responding to the Planning Committee's
request on the best method to address the issue of
control of noise from fighting cocks, motorcycles, and
dirt bikes. States the problem of noise control is a
complex issue and that rezoning the property or
amending the Zoning Code will not fully resolve the
problem inasmuch as individuals who have animals would
be "grandfathered"; this, in turn, would create an
enforcement problem related to determining who was
grandfathered and who was not. Requests an additional
three months to further discuss the issue with the
Corporation Counsel's Office, as well as with other

Relief, dated July 5, 1988, regarding the fighting cock
issue and transmits for review, a copy of the Oahu
Noise Pollution Regulations.
Comm. 1110.10:From Michael Purcell, Citizens Seeking Fighting Cock
Relief, dated September 26, 1988, outlining, for review
and Council assistance, solutions to eliminate the
noise pollution caused by the raising of game cocks in
Hawaii County. Recommends formal request be made to
the Department of Health to assist the County with a
noise control ordinance.
Comm. 1110.11:From Derrick W. Umemoto, President, Big Island Chapter,
Hawaii Gamebreeders Association, dated October 6,
1988, commenting on Communication 1110.10.
Pet. 19: A petition opposing the efforts of the Citizens Seeking
Fighting Cock Relief, who are seeking the rezoning of

transmitting a technical report and attachments
submitted by Millie Kim, legislative staff and
consultant to the Council on the General Plan.
Comm. 1704.1: From PC Chairman Takashi Domingo dated July 12, 1988,
transmitting copies of written comments from the Office
of State Planning relating to the County's General
Plan. Informs the comments consist of two sections:

Rules relating to the State Water Code were also

Comm. 1247.10:WORKING DOCUMENTS FOR THE DRAFT GENERAL PLAN

the bibliography which lists the working documents used
during the General Plan comprehensive review. Also
transmits copy of two studies done in conjunction with
the General Plan update: 1) Survev of Bia Island
Residents on Planning and Housing Concerns, by Hawaii
Opinion, Inc., December, 1983; 2) Cumulative
Impacts/West Hawaii Housing Studv, by Bruce Plasch,
Decision Analysts Hawaii, December, 1986.
Also transmits copies of replacement pages for the
August 1987 Draft General Plan (annotated) which
reflect those changes to the General Plan document
which were adopted in 1980 as not new material.

December 4, 1987, transmitting a listing of all
policies by element extracted from the Draft General
Plan draft dated August, 1987.
Comm. 1247.12:From Gordon Ogasawara, Project Manager - Kohala,

Comm. 1247.17:From Public Works Committee Chairwoman Merle Lai and
Planning Committee Chairman Takashi Domingo dated
June 25, 1988, proposing that a more defined policy
statement calling for a connector road between the Belt
Highway and the Queen Kaahumanu Highway be included in
the General Plan. Recommends the statement in the
General Plan (page XII-11, Course of Action, Kona) be
amended to read as follows: "Construct a mauka-makai
connector road (Which shall meet the 'urban'
requirements of a Secondary Arterial as defined in the
Subdivision Code) between the Hawaii Belt Highway and
the Queen Kaahumanu Highway to relieve traffic on
Kaiminani and Palani Roads."
Comm. 1247.18:From Roger A. Ulveling, Director, Department of
Business and Economic Development, dated June 28, 1988,
transmitting recommended detailed changes to the
amendments to the County General Plan. States it is a
follow-up to the supporting remarks made by Harold
Masumoto, Director of Office of State Planning, on

executive summary of the main reasons why members and
officers of eight listed community groups are opposed
to a food irradiation facility being constructed in
Hilo.

the Planning Director recommended against adoption of
the amendment; however, the Commission voted to forward
a favorable recommendation to the County Council.

January 6, 1989, transmitting, as requested, a copy of
a document entitled "Considerations For Agricultural

Comm. 406: AMENDMENT TO THE SUBDIVISION CODE, BILL 53
COMM. NO. 248
From Planning Director Duane Kanuha dated April 11,
1989, informing they have reviewed Bill 53, relating to
non-dedicable, private dead-end streets, and requests
deferral of this matter. States, in lieu of proposing
piecemeal amendments to the Subdivision Code relating
to roadway standards, perhaps a comprehensive review of
those sections of the Subdivision Code should be
considered; further, any changes related to roadway
standards should be reviewed and coordinated with the
Department of Public Works.

of the County of Hawaii Infrastructure Financing
Analysis and Plan prepared by Sutro & Company. States,
the primary purpose of this infrastructure analysis
effort was to evaluate all of the county's financing
alternatives, and to recommend a set of actions to meet
the County's infrastructure needs.

the golf course issue.
