Several years ago, the State Legislature passed legislation allowing counties to create districts of this type. We need to pass Bill 280 to set up the legal process so communities in Hawaii County can use this financing method for supplemental services and improvements when public funds aze not available. Business improvement districts have already been used with success in Honolulu, and I look forward to making this tool available in our County. I would also like to recognize the work that the Kona-Kohala Chamber of Commerce has done to make this possible, and congratulate Councilmember Curtis Tyler for taking the initiative to draft this measure.
