I wam to encourage yon to approve the trash separation center. Recycling is the best way to
reduce what is going into the tandfdl. I read that the azgumem against this is that we will soon
have a waste to energy plant that will not need to separate the trash. The only waste to energy
technology that I know of that is ready to go is incineration. There aze better technologies out
there, but I don't think they arc ready yet.
Incineration is not the way to gel Ltciaeration does not get rid of the trash. It only puts it itno a
different form. Some of it becomes air pollution and the rest becomes toxic ash. Thia ash must be
put in a special landfill for toxic materials. At least the $y ash is toxic, and the rest must be tested.
1 know that the incinerator will have some air pollution controls, but I also suspect that k wilt not
be required to have staterof--the-art controls. When the electric generator in Honokaa was
approved, we were told that because our air is so clean, it was not necessary to use the lowest
possible emissions technology. But even with the best controls, incinerators give off lead,
mercury and doixins, to name a few.
I think we should hold out for a better technology than incineration. Until that is available,
sepazation and recycling is the bcst option.
