SUBJECT : MARIJUANA ERADICATION MISSION FOR THE MONTH OF MAY 2004
The Hawaii Police Department conducted a marijuana eradication mission on May
25-27, 2004, in East Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants eradicated
and the number of complaints received from the public, the type of complaint and the
complaint disposition are attached.

Writer telephonically contacted the complainant in this case who stated that on the above date &
time, a very large black with white helicopter (not military) flew about 500' above his nursery
operation and "slowed down" above his dwelling. Reportee added that he is concerned about
helicopter safety issues. Caller was also upset over the HCPD Marijuana Eradication Missions,
adding that police enforcement should be directed toward the "ice" problem instead.

A police investigation was conducted and it was determined that the helicopter described by the
complainant is identified to be owned by the Drug Enforcement Administration, Hilo post of duty.
According to the pilots, they were conducting training sessions in the area described by the caller on
the reported date. This helicopter was not part of the HCPD Marijuana Eradication Mission on this
day. The pilots wer~or~ of the~omplaint and will use more caution in the future.
