Support for HPP Community tiiaster Plan I support the HPP Communit}~ >.iaster Plan. This plan is especiall}' important for the ~~elfare of the «hole Big Island because it is the first time a residential community has brought you a plan that is \OT a \IyIBl' plan. This is a plan to take responsibility locallj•. for things like em ironmental impacts. green house gas production, poorer members of the communit} .non drip ers. This plan addresses the fact that «e -our auto-dependent lifestyles. ~r ith ~ ~ of the teorld's population using 30 ~ of the energ} - aRE the problem. This plan addresses that by proposing concrete steps to change that lifestyle by placing sere ices. shopping and jobs close and com enient to people's homes. as mandated b} the Count} General Plan. as a member of the Citizens adaisory Committee of the State Long Range Transportation Plan I can tell } ou that this HPP model is the onl} n orkable alternati~ e. The federal highna}' mone}' available to build nen hight~'a}' lanes:nnnoraccommodate grotiuth in Puna based on our current driving patterns. The only tti'ay to change those driving patterns is to change our land use patterns so that the can make fe« er and shorter car hips. If a small fraction of the hundreds of millions that rsould he needed for more highna}'s, ttiere spent instead for schools. parks. fire and police stations. and mater sett ices to them. in the pillage centers in this master plan. many of those high~~a~ lane miles Would not be needed, and many people teould hay e much better liu es. according to the countj'~s o" n Lei el of Seri ice standard. if HPP has around 6.000 people no~~. they are due almost t~cent} acres of del eloped counri parks. «ith 57.5 million in improt ements: a fulh staffed 2.000 square foot police station t~ ith 51.5 million t~•orth of improvements: and a 3.800 square foot fire station l~~ith 51.5 million trorth of impro~ ements. Plus «'ater lines to those facilities. shared ~r ith the state. for schools. That is in 1989 dollars. so needs correction. (a portion of the Pahoa Pool can be used as a credit against hat is o~i•ned to HPP for parks. as a regional facility.) Ho~~ «•il] these facilities be paid for? "Sure. jour taxes paid for our all stuff. but notr' t~•hen you need that sniff. you gotta pay that yourself." E~ erybody plays b}' the same rules until e~ eryone has had their full turn. Fair is fair. Lots of people spoke up about this fort}~ years ago «~hen the subdi~~isions ~cere created. But the Counq~ pretended chat the}' could ask these subdi~ isions to join the game. make them ante up e~ ery round. and nee er gig e them a turn. ~~"ell. no~~ these subdi~ tstons hay e forty turns coming. like it or not.
