Re: Land Trust -Charter Amendment

Dear Chairman Arakaki and Members of the Council:
The Hawaii Island Economic Development Board worked with its sister organizations in
Maui and Kauai to initiate this legacy ordinance, and applauds the Hawaii County
Council for its vision in undertaking similaz legislation. We note the extraordinarily
strong support for this measure from many organizations and individuals in the
environmental, cultural, business, academic, education and social service arenas.
We recognize that there may be different proposals in implementing a set amount as part
of the proposed Charter Amendment. At one hearing, there was discussion of a short-
term pilot project (without amendment) to test the worth of the program, which is a
considered option. Another option might be to simply propose enabling legislation for
the Charter Amendment without a specified percentage which could be determined by the
Council at a later date.
We applaud the Council's favorable support and look forward to assisting on this
important public/private partnership.
