SUBJECT: Bill 270, Draft 2, Preservation Fund
Dear Councilmembers:
Thank you for allowing me to testify in strong opposition to Bill 270, Draft 2,
which would initiate an amendment to the County Charter mandating appropriation of a
percentage of real property tax revenues to a fund, which will be utilized to acquire land
for public purposes. The idea of setting aside land for future public use is good, but
mandating use of property tax revenues in the charter to accomplish this is not a sound
idea. We should not obligate future taxpayers or council members to this use of tax
dollars. If a piece of land is desired, an ordinance to create a bond issue would be a better
way to do this. We have so many needs at this time in our county that this idea seems
irresponsible.
