Unfortunately, as I know you are aware, the change in the tax office now separating out house sites, has caused a disproportionate high tax burden for legitimate farmers in relation to residential tax payers due to the higher $9.85 versus $5.55 rate. I am of the opinion, that under the proposed tax office new system, if the farm tax rate could be reduced to the homeowner rate, equitable tax bills between the two classes would ensue. I suspect that if all agricultural properties were given the homeowner rate, a huge reduction in County revenues would result, and if this is correct, I would understand the councils' concern for services it is mandated to supply. As a means to be equitable and not jeopordize services, would it be possible to apply a $5.55 rate to all agricultural class properties (even those not homeowner with farm worker housing) with proof of farm income generation (Gross Excise or Schedule F return). Developing and subsistence farms, not yet producing income would have to be handled on a case by case basis. Native forest class (no income) should automatically receive the $5.55 rate due to the importance to our water shed. Agricultural class with no intended income should stay at the $9.85 rate, thereby, encouraging legitimate agricultural endeavors (good for the economy) and eliminating abuses. I think the majority of farmers want to pay their fair share, but at the $9.85 rate we are paying substantially more than the residential tax payer, which isn't fair. I know the Council has a difficult decision, but agriculture is important to the Kona economy, and the farmers thank you for any consideration possible.
