Box 6882, Kamuela, HI 96743 Tel: (808) 987-5810 ~ , COUi ~ i TESTIMONY IN SUPPORT OF BILL 270 BEING HEARD JUNE 2, 2004 BEFORE THE HAWAII COUNTY COUNCIL Aloha Councilmembers I am writing in support of Bill 270, which is an ordinance to initiate a charter amendment to the Hawaii County Charter (2000), relating to public access, open space, natural resources preservation fund. Setting aside a percentage of the annual real property tax revenue into a special land conservation fund is a very smart investment to enhance the quality of life for our island's residents. It will benefit people from all walks of life by providing land for public access, such as hiking and hunting; providing land for open space to protect the rural character of our island; and providing land for protecting the environmental quality of our island. Everyone would benefit from this fund. I recommend that the percentage amount be 2% of the annual real property tax revenues, but certainly no less than 1 There needs to be sufficient funds to qualify for the variety of federal funds and private funds that are available for such land protection acquisitions.
