['his is really an outstanding piece of work. [t is general, reasonably simple and
understandable, as opposed to the overly complex previous draft. In the years which the
GP languished at the Plam~ing Commission, the activists continued to add little amendments here
and there. It became this huge piece of over regulation in which a "No" could he found to just
about everything.
'Phis draft drops the 'taking' and government overregulation approach which characterized the
previous draft. This draft is positive in its tone, it is like the "golden city on the hill", not a
compilation of negativity! This is a succinct and well drafted piece of work. 1 do not often give
out an "A" for legal writing, this gets a solid "A".
I am personally happy with the substance of the outcome. However I expect opposition,
from both Chris and the activists. Tlie primary tactic may be to delay until the next Council
where the votes will not be as clear. 1 suggest you all be very firm on time. Do not let them
delay this or edit it back to uncertainty!
One thing which should be clarified: The Three "Overall Amendments to the LUPAG
Map" should be embodied as a change in the Bill itself in a note on page one of the LUPAG
Map. These three points need to be moved into the "yellow pages" or they could be lost as the
Bill itself gets past. As an example point 3, Orchards are no longer a culegory and become
Extensive AA. except above 1, 000 ft in the Kona Coffee Belt. The 000 ft delineation i.c not

If there is no note to this effect in the Bill itself, there will be uncertainty in drawing the final
map.
As previously discussed, H-lb does not appear on the Map, just in the list of changes (white
pages). Are these white pages part of the Bi117 I do not believe so. As in the paragraph above, all
vital element must get into the yellow pages.
