Under Land Use Policies (page 44-45), Draft 2 contains excellent support language for ag land protection and enhancement. • Rural -Agricultural Land Designation: We support the language (page 41) to better define and utilize this highly important land use district on the Big Island. ~orvlt~. Testimony Bill ~i6:i, Draft 2 -County of Hawaii General Plan Page Two July 1, 2004 • Community Development Plans: The language in Draft 2 (page 45) adequately addresses the nature and implementation of development plans, offering flexibility for areas greater or lesser priority as well as the ability to adopt plans by ordinance if appropriate. The real key here is the political will to pursue and adopt meaningful regional plans or not.] • Floating Zone: We believe this is a valuable tool which has not been abused, provides needed flexibility, and support its inclusion in Draft 2. • Conservation Designation: We support the change in Draft 2 which deletes the category of "Areas to Be Kept in a Largely Natural State, With Minimal Facilities Consistent with Open Space Uses'. The previous language is both problematic in expanding the State Conservation Land Designation as well as duplicating the open designation. Thank you for the opportunity to comment.
