The State of Hawaii Department of the Attorney General has authorized a $52,222 Weed and Seed
Coordinator Grant to the Hawaii Office of the Prosecuting Attorney. These funds will be used to
subcontract with an agency for the coordination of the Weed and Seed project in Pahoa town.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of the Attorney General.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$52,222 grant.
This project is a priority of the State Legislature and the Attorney General and the Federal grant
funds are for a limited period of time. In order to expedite the implementation of this project, the
Office of the Prosecuting Attorney would like to request a waiver from the Finance committee and
have this resolution and bill heard at the Council meeting scheduled for July 23, 2004.

We have received a new grant award through the Department of the Attorney General. It will be a pass
through grant to a qualifiying non-profit agency.
We are requesting that the funds be distributed as follows:

Total $52,222.00
This project is a priority of the Legislature and Attorney General. Federal grant funds are for a
limited period of time. We are requesting waiver of Finance Committee action in order to
expedite implementation of the project.

Explanation: The project will be sub-granted to a qualifying non-profit agency to hire and supervise the
Weed and Seed coordinator.
Additional Comments about Grant: The Pahoa/Kaohe Homestead azea has received provisional designation
as a Federal Weed and Seed site. The Weed and Seed project aims to significantly improve living
conditions in the designated area through coordination of efforts between law enforcement, service
providers and the private sector.

Hawaii's FY 2002 Edwazd Byme Memorial State and Local Law Enforcement Assistance Formula Program
for the following projects:

An Applicant's Manual is being sent directly to Nancy Kelly for the Sex Offender Publication
program, and to Mitchell Roth for the Weed & Seed Coordinator. The Hawaii Office of the Prosecuting
Attomey will need to submit an original and two copies of the application for grant to the Department of the
Attomey General, Crime Prevention & Justice Assistance Division. Instructions on completing the -
application are provided in the manual. We request that the project's start date be July 1, 2004, or no later
than August 1, 2004 as the FY 2002 Byme funds aze only available until September 30, 2005,

RE: Resolution No. 207-OG authorizing the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of the Attorney General,
pursuant to HRS 46-7, for the Weed and Seed Coordinator Grant.
Pursuant to Section l (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial [t is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, 1 understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
