O HIRO DIRECTOR - GOVHR RNTAL AFFAIRS VERITAN WAII JULY 8, 004 Chair Arakaki and Members of the Mawail County Council: I am Paul Oshiro, submitting testimony nn behalf of Verizon Hawaii on Bill 275, "AN ORDINANCE AMENDING CHAPTER 14 (GENERAL WELFARE) OF THE HAWAII COUNTY CODE, AS AMENDED, RELATING TO STREET ADDRESSING ANd NAMING.'" This bill establishes a street addroising and naming system for Hawaii County. Verizon Hawaii supports this bill. Currently, there are many residents anti some businesses in Hawall County that are withogt street addresses. This hinders the effectiveness of the County's E911 system for these residents and businesses and makes it more difficult to bcate customers for telephone service installations and service. This bill will establish a uniform and systematic procedure for the assignment of addresses throughout the County of Hawaii, In addition to enhancing the location of individuals in cases of emergency, this bill shogld also expedite postal, commercial delivery, and utility service. We also believe that the time period provided for In this bill for new aiid existing structures to conform to these street addressing requirements is fair and reasonable.
