Re: Operating Budget
The State of Hawaii Department of Health has authorized a $62,000 grant towards the Hawaii
County Fire Department's Automated External Defibrillator (AED) Access program. These funds
will be used to establish a community AED advisory committee; coordinate AED training with the
American Heart Association; purchase 17 to 20 AED's for placement with identified agencies; and
assist AED agencies with medical protocols.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii
Department of Health for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$62,000 grant.

A. REQUEST:
Prepare a resolution to authorize the Mayor to enter into a memorandum of agreement with the State
Department of Health, Emergency Medical Services System to plan, develop, and administer an Automated
External Defibrillator Access program on the island of Hawaii.
Prepare an ordinance for the FY2005 operating budget as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Health Department was awarded a grant from the Federal Office of Rural Health Policy's Rural
Access to Emergency Devices Grant Program for Hawai'I and South Pacific Territories. The MOA with
Hawaii County provides for funding of $62,000. The Hawaii County Fire Department is contracted to
establish a community AED advisory committee; coordinate AED training with the American Heart
Association; purchase 17-20 AED's for placement with identified agencies; assist AED agencies with medical
protocols; and submit a written report to the State Department of Health. The deadline to encumber these
funds is August 30, 2004 per telecom with State EMSS on 7/6/04.
