At the hearing on August 2nd. 2002 the project cost was estimated to fx- approximately $6,353.00 per property owner Due to the stow processing be the County of Hawaii and "fhe Water bepartment Supply it has taken an additional 2 vears to come ro a final answer. Now the quote is up to $9.694 50 per propem otivner. How do w°e ensure a timelc professional completion of this project:' How do wr ensw~e the project will not cost thousands more due to cost overruns'? We need to be involved. COST and TIME LINE: What will be our actual time Tine and cost per month? MONTHLY PROGRESS REPORT: We need a monthly up date nn progress. It can be {vested to a website su the public can be aware of how their money is being spent. and the project is progressing. There are areas we need to address and make policies and procedures for this system. We the propem owners are paying for the system in full. We should be credited for any and all additions to this system prior to the loan being paid in full. That means if 422 propem owners are paying for these pipes and fire hydrants then any additional connections must be credited back to the property owners paying for the system. Atter all we arc expected to pay an approximate amount of $40,000.00 for Bond Counsel. Underwriting, Printing and County Clerk Admin. costs. The County needs to address the ROADS. How are they plaonin~ on roaintaining the traffic flow and the safety of the property owners? The roads will be dug up for approximateh 2 years. We need to think ahead for once. Kie Kie and Na Na street's need to open together. Onlv one cross street will not bear the traffic. ~Chis water improvement district does not include the replacement of the roads upon completion of the system. This is because in 1963 these roads were dedicated to the County of Hawaii and they have never put a dime into new pavement. We have paid our taxes where are our roads`' The complete reaavine of these roads needs to he added to the counh• budget for 2006.
