REQUEST: A-20a, A-10a, & A-3a TO A-la (180.30 ACRES) TMK: 2-4-08.14 & 26 (KUKUAU 1ST SO TH HILO) From Planning Commission Chairman Mike Luce, dated November 23, 1992, submitting a bill to change the district classification for approximately 180.30 acres of land from an Agricultural-1 acre (A-la) zoned district, located southwest (mauka) of the Sunrise Estates Subdivision, Increment I, Kukuau 1st, South Hilo. Comm. 9.01: From Planning Director Norman K. Hayashi, dated November 23, 1992, informing of recent events occurring after the Planning Commission's (PC) action on HSC, Inc.'s Change of Zone Application. States the PC hearings on the application focused largely on the Saddle Road (Puainako Street), Kupulau Street and Kawailani Street extensions and the amount of improvements required for each. Said extensions were to be set aside and fully graded at a vertical alignment, as set forth in Condition (D) of the bill. Thereafter, discussions between the Departments of Planning and Public Works (DPW) and the applicant have transpired over the extensions and the type of improvements to be required on- and off-site. States DPW should be submitting communication with regards to the specific details; therefore, requests appropriate changes be incorporated in the draft ordinance. Comm. 9.02: From Acting Chief Engineer Bruce C. McClure, P.E., dated December 11, 1992, recommending specific details concerning roadway improvements, which were previously discussed with the applicants, HSC, Inc., as listed, for the rezoning request (C-9/Bill 3). Comm. 3911: SISTER CITIES (Res. 493) From Councilwoman Helene H. Hale, dated July 16, 1992, transmitting a report on the Sister Cities Project, written by a UHHC student, and a resolution to establish guidelines for the County for the establishment of Sister City relationships. Comm. 102: From Councilwoman Helene H. Hale, dated January 4, 1993, requesting that Communication 3911, regarding the PC-3 Page 4 January 25, 1993 Comm. 102: Sister City report and Resolution 493-92, which were (Cont'd) deferred by PC on August 3, 1992, be considered. Comm. 47: From R. B. Legaspi, Acting Mayor, transmitting communication with attachments regarding a request from Matthew Chapman, Office of International Relations, Office of the Governor, that a "Sister Island" relationship be considered between Hailing Island, Mainland China and Hawaii County. Comm. 47.01: From Brenda Lei Foster, State Office of International Relations, dated January 8, 1993, testifying in favor of the proposal to establish a sister-island relationship between the Island of Hawaii and Hailing Island in Guangdong Province, People's Republic of China. Comm. 47.02: From Oahu Councilmember Leigh-wai Doo, dated January 7, 1993, encouraging a Sister Island relationship between the Big Island and Hai Ling Island. Informs Oahu is a Sister Island with Hainan Province, China, which, like Hai Ling Island, is a special economic zone of China projected for major re-development and growth. Transmits for reference a copy of their Resolution No. 85-66, establishing the Sister Island relationship between Hainan and Oahu and his August 1985 report on his overview of the Sister Island relationship.. Comm. 47.03: From Matthew Chapman, on behalf of Brenda Lei Foster, State Office of International Relations, dated January 11, 1993, transmitting testimonies from Yu Lung, President of the Silver Ocean City Corporation, charged with the implementation of the Hailing master plan, and from Wen Pao Tien, the Mayor of Yangjiang City (has jurisdiction over Hailing Island) regarding a Hailing-Big Island sister-island relationship. Comm. 111: From Councilwoman Helene H. Hale, dated January 13, 1993, transmitting communications regarding a proposal from Dr. and Mrs. Maclcolm Smith for a Sister City relationship with La Serena, Chile. Bill 593: DEVELOPMENT AGREEMENTS (Draft 4) Amends the Hawaii County Code by including a new (C-34.01) chapter relating to development agreements.
