informing the Council that the U.S. Environmental Protection Agency (EPA), the
State of Hawaii Department of 1 Iealth (DOH) and the County of Hawaii will be
commencing the above work in mid-July, and it should take four weeks to
complete. For information, attaches a fact sheet and a brief from the EPA
explaining how and why this method of disposition was selected.

Comm. 684: RESPONSES TO REQUES'T' FOR INFORMATION (RFI) FOR WAS"1'E
REDUCTION TECHNOLOGY
From Environmental Management Director Barbara Bell, dated July 2, 2004,
requesting to address the Committee on Parks and Environmental Management nn
July 22, 2004 to share the above with the Committee. The deadline for responses
to the RFI was June 30, 2004, and there are submissions from several companies.
States the department is working closely with "Ted Vorfeld, President of Hualalai
Engineering, and that review and preliminary analysis is planned for completion
by .Iuly 22"d. A discussion of the issues would be beneficial to the Committee, the
department and anyone else involved. and some decisions will need to be made
before drafting and publishing the Request for Proposal (RFP).
Comm. 684.1: From Environmental Management Director Barbara Bell, Solid Waste Division
Chief Lono Tyson and Hualalai Engineering President Ted Vorfeld, dated July 13,
2004, submitting the findings of their initial assessment of the responses gathered
from the Waste Reduction Technology RFI process. They will be presenting
recommendations and asking the Council for direction on policy issues

GOOD FOR THE ECONOMY, GOOD FOK 7'HE ENVIRONMENT"

transmitting a copy of the above article. States that paper tibers measure
23.5 percent of our East Hawaii waste stream (April 1, 2001) and it is important
to understand the opportunities paper recycling represents, especially in relation to
Waste Reduction "Technologies. Delineates four relevant points of interest in the
article.
