The January 2002 Plan was developed after many months of public workshops and public hearings before the Planning Commission and the County Council. The January 2002 plan legitimately represents the consensus of the people and groups from around the Island. Unfortunately, the Elarionoff/Arakaki plan eliminates duplication at the expense of substance, achieves compactness by eliminating important policies and measurable goals. By our count, the Elarionoff/Arakaki plan "Draft 2" omits 20 new policies and omits three maps changes to the LUPAG maps that were a very important part of the January 2002 plan. These are described in the 14 June letter from Mr. Chris Yuen to the Planning Committee. Perhaps if you had involved the Planning Departmem in the process of re-organizing Draft 1, then "Draft 2" would be representative of the intent of January 2002 General Plan. He did not: "Draft 2" must be judged defective. The Elarionoff/Arakakip!an needs to be shelved and Draft 1 of the General Plan voted with whatever amendments the County Council feels appropriate. If the Council does not vote to shelve Draft 2, then PTP recommends more meetings to gather public response to "Draft 1"and"Draft 2" before the council votes on either. Duane D.
