SUBJECT: Resolution of Fina et urination to ro ed'to Create, Define, Finance and
Construct a Water S m Improvement District for the Kona Coash~ew and
Kona Wonderview Subdivisions
Attached please find a Resolution of Final Determination to Proceed to Create, Define, Finance and
Construct a Water System Improvement District for the Kona Coastview and Kona Wonderview
Subdivisions with attachments for consideration by the County Council at its next scheduled meeting
on July 23, 2004.
Submission of this resolution for adoption by the Council is made pursuant to the findings of the
noticed Public Hearing held at Kealakehe Intermediate School on July 12, 2004.
As you are aware, timely adoption of this resolution will facilitate a critical timetable of actions by
the Council in the coming weeks. These actions include adoption of an ordinance establishing
assessments for the Kona Coastview and Kona Wonderview Water Improvement District, as well as
adoption of bond ordinances to close all loans for this long-awaited project and to facilitate the
timely start-up of construction.

RE: Request to Waive Consideration of Resolution No. ~L, A Resolution of Final
Determination to Proceed to Create, Define, Finance and Construct a N'ater System
Improvement District for the Kona Coastview and Kona Wonderview Subdivisions
Pursuant to Section I (g) of Rule 4 of the Procedure of the Council of the County of Hawaii, I request
your support for waiver of this matter from my Committee on Finance for consideration and approval by
the full Council at its next scheduled meeting on July 23, 2004.
At the request of Council Member J. Curtis Tyler, III, I recommended that this resolution betaken up for
favorable consideration by the Council in order to meet the rigorous schedule of actions required to bring
this long-awaited project to fruition.
It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda
for review. However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Finance for placement on its future agenda.
