COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 2g6 ®4 <br /> RESOLUTION CREATING TWO (2) EQUIPMENT OPERATOR III POSITIONS AND <br /> TWO (2J SOLID WASTE TRANSFER STATION ATTENDANT POSITIONS FOR THE <br /> DEPARTMENT OF ENVIRONMENTAL MANAGEMENT SOLID WASTE DIVISION <br /> WHEREAS, in November 2002, the County of Hawaii entered into a "Consent Agreement" <br /> <br /> with the State of Hawaii Department of Health, which required that the County implement corrective <br /> actions regarding current and prior operational issues for the South Hilo Sanitary Landfill; and <br /> WHEREAS, the "Consent Agreement" identified four (4) specific non-compliance issues <br /> relating to the operation and maintenance of the landfill, of which two are related directly to <br /> inadequate storm water management control and inadequate landfill cover; and <br /> WHEREAS, due to the increased volume of waste being handled at the Pu'uanahulu Landfill, <br /> <br /> two recently approved positions were transferred from the Hilo Landfill, leaving the current staffing <br /> level at the Hilo Landfill unable to provide maintenance activities and waste capacity efficiency; and <br /> WHEREAS, the creation of two (2) Equipment Operator III positions and two (2) Solid Waste <br /> <br /> Transfer Station Attendant positions at the South Hilo Sanitary Landfill will help to conserve airspace <br /> at the landfill and provide for increased compaction of waste and will reduce environmental liabilities <br /> relative to litter control, storm water management, and the hazardous waste exclusion program; and <br /> WHEREAS, the creation of these positions will extend the life span of both County landfills and <br /> increase landfill efficiency which will minimize the County's risk of future environmental contamination <br /> and associated regulatory violations; and <br /> WHEREAS, there are sufficient funds in the Department of Environmental Management, Solid <br /> <br /> Waste Division Landfills Regular Salaries and Wages account (085-601-5604.01-011); and <br /> <br />
