1992, submitting a resolution requesting the Mayor to
establish a one-year moratorium on assessing at fair
market value former sugar cane lands for real property
tax purposes in the County of Hawaii, effective
January 1, 1993. Said lands effected by the moratorium
shall be limited to agricultural-zoned lands which were
removed from sugar cane production and are now being
maintained as fallowed lands awaiting alternative
agricultural uses.

Comm. 79: RESOLUTION PROMOTING THE EXPANSION OF KONA'S KEAHOLE
(Res. 11) AIRPORT TO ACCOMMODATE WIDE BODIED AIRCRAFTS
From Council Chairman Spencer K. Schutte, dated
December 28, 1992, transmitting a resolution, for
review and consideration, supporting the effort to
designate Keahole Airport as an international facility
with full immigrations and customs clearance services.
By expanding the airport, fully loaded wide-bodied
aircrafts could improve the opportunities of the
Kona-Kohala resort destinations to attract direct
flights from both domestic and foreign carriers.
Comm. 81: NOTICE OF FILING APPLICATIONS FOR CHANGE OF ZONE,
MAJOR S.M.A. PERMIT. AND PLAN APPROVAL
From Councilmember Keola Childs, dated December 29,
1992, proposing that (1) the Council, by letter or by
resolution, request the Planning Director to provide
summary notification of all filings for Change of Zone,
major S.M.A. Permit and Plan Approval to the Council
within fifteen (15) days of the date on which such
applications are submitted to the Planning Department;
