Re: Resolution Creating Positions
Enclosed is a resolution creating two (2) Equipment Operator III and two (2) Solid Waste Transfer
Station Attendants positions for the Department of Environmental Management Solid Waste Division.
The current staffing level at the South Hilo Sanitary Landfill is unable to provide adequate
maintenance activities and waste capacity efficiency. The creation of these positions will help to
conserve airspace at the landfill, will increase compaction of waste, and will reduce environmental
liabilities relative to litter control, storm water management, and the hazardous waste exclusion
program. Thus, extending the life span of both County landfills and increasing landfill efficiency which
will minimize the County's risk of future environmental contamination and associated regulatory
violations.
Funding for these positions is contingent upon the transfer of funds from the Council's contingency
account and its appropriation to the Solid Waste Fund.

A. REQUEST:
A resolution authorizing the Department of Environmental Management to create two new Equipment
Operator III positions and two new Transfer Station Attendant positions.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
Due to the increased volume of waste being handled at Pu'uanahulu, we have recently transferred one
Equipment Operator III position and one Transfer Station Attendant position from Hilo to Pu'uanahulu. In
order to increase landfill operational efficiency and regulatory compliance, we are requesting that two
Equipment Operator III and two Transfer Station Attendant positions be created for the Hilo Landfill. These
positions will provide for increased compaction of waste and will reduce environmental liabilities relative to,
among other things, litter control, storm water management, and the absence of hazardous waste exclusion
programs. Funding for these positions is contingent upon the transfer of funds from the Council's
contingency account and its appropriation to the Solid Waste Fund.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased worldoads, etc.):
The Code of Federal Regulations, Title 40, Part 258, Subpart C -Operating Criteria and
Hawail Administrative Rules, Title 11, Chapter 58.1, Subchapter 2, Sec. 11-58.1-15 require that
owners or operators of municipal solid waste landfills maintain landfill environmental control
systems necessary to protect public health and safety and the environment. These
environmental control systems include (but are not limited to) stormwater run-on/run-off
control systems, landfill cover systems, access roads, and disease vector control. In
November 2002, the County entered into a "Consent Agreement" with the State of Hawaii
Department of Health, which required that the County implement corrective actions
regarding current and prior operational issues for the South Hilo Sanitary Landfill. The
"Consent Agreement" identified four (4) specific non-compliance issues relating to the
operation and maintenance of the South Hilo Sanitary Landfill. Two (2) of these issues
related directly to inadequate storm water management control and inadequate landfill
cover.
These new positions will help to conserve airspace at the Hilo Landfill. They will provide
increased compaction of waste and will reduce the environmental liabilities -litter control,
storm water management, and the hazardous waste exclusion program.
Currently, the Division lacks the necessary personnel to support these regulatory and
operational requirements. Currently, the Hilo Landfills is staffed with only one (1I full-time
Equipment Operator III. The West Hawaii Landfill has one filled position and two newly
created positions that are not yet filled. The current staffing level at the Hilo Landfill does
not provide for maintenance activities and waste capacity efficiency.
2. Can new duties be assigned to existing positions or handled in other way such as short-term
contracts, etc.
Insufficient numbers of existing employees are assigned to the landfills to perform the
activities listed above.
3. How will new position increase the effciency/eflecfiveness of operations? (Use productivity

The new positions will provide for the performance of regulatory and operational activities
necessary to comply with the "Consent Agreement" and Federal and State regulations
established for the management of solid waste. Additionally, these new positions will extend
the life span of both County landfills. Increased landfill efficiency (i.e. maximization of
airspace, increase waste density, maintenance of landfill cover) will also result in minimizing
the County's risk of future environmental contamination and associated regulatory
violations.
The new positions will provide personnel to support existing waste disposal activities of both
County landfills and for the maintenance and repair of environmental control systems at the
South Hilo Sanitary Landfill.

increased significantly over the past few years and such expansion is not anticipated to
slow down in the near future. We need to maintain productivity and reduce health/safety
and applicable regulatory issues related fo the increased volume of solid waste being
deposited at County landfills.

Cares for and maintains landfills and transfer stations under adverse, obnoxious conditions; Practice,
comply and assist in enforcing safety in the workplace.
Examples of Duties:
1. Operates light motorized equipment, hand and power tools as required. 30
