The project will establish and implement a community development model for renewable resource management by upgrading solid waste transfer stations on the Island of Hawaii into community recycling centers. This amendment will specifically target expansion of the project into West Hawaii. Terms and conditions 1 through, l2 of the initial Assistance Agreement dated June 28, 2002, remain in ful force and effect. Any change to the Agreement by the Recipient subsequent to the document being signed by the EPA Award Official, which the Award Official determines to materially alter the Agreement, shall void the Agreement.
