KHHHCA wants to thank this committee for the opportunity to express our views with regards to this developme~. 1. We need to secm~e and protect the Hawaiian public access in this developmertk 2. We 8IIDD01't the instigation of the controversial Couaty Kohala Waterline to provide adequate potable Hawaiian water resources at areasonable cost and time fi-ame. On May 1st, 1997 in Kona, we testified before the Plamung Commission that Kohala is identified as a complete Ahupua'a. The North-South district became a politicaUpopulace determination. In olden days, there were trail systems that ran from the mountain to the oceaq from the north to the south (and vice verBa). There are three trail systems we are concerned about: 1) the National Na Ala Hale Trail System that rims from Kohala to Ka'u along the shoreline; 2) In the Waika proposal, the developers are providing apublic access at the South boundary of this projeck and 3) the Hawaiian Trail system which belongs to native Hawaiians, at the North boundary of the projeck which we prefer to keep. (Exhibit 2). The developers mend to provide environmental i~ormation for this subdivision, however, our reservations regarding the impacts to the shoreline area would now encompass-the north to the south- boundary. Incidentally, this is the way the tide runs. We are requestigg that the mitigations and impacts be reviewed from this point-of--view. Our experience with working with the developers and representatives of Gentry-Pacific leads us to believe their integrity will allow our request in the best interest of all the public. In this fashion, we hope to address the needs of the (ADA) disabled public, impacts from flooding, wastewater degradation, erosion, safely, fertilizer/pesticide and other health factors. We hope to secure a northern access to the Na Ala Hele Trail and protect the cultural gathering rights we are entitled to. In these days of low economy, fishing for food sustinence is important to our community and we believe other communities can benefit as wall. In connection with this paved trail, we request at least 6 parking stalls be included in a lighted parking area for safety sake. Provisions for a waterline should be included for neatness and fire safety as this area has bean used for picknicking purposes. Page 1 . The impact of sedimentation, oil 3n~i fuel pollution in the waters ie dehimental to the shoreline .~iahing population. The next closest community to access will be Waika; other than the homestead waters. Presently, the Spencer Park beach area and natural sand bar is convenie~ for the rabies and children to swim ur. It is slowly being polluted by lack of regular monitoring. Commrmrty partnerships has helped a little, but even the endangered turtles are scarce in the Pelakane Bay area by comparison in the last 10 years; indicating not enough is being done to protect our marina environmank At the Plaffiirrg Commission meeting, we expressed that as excwsion to the area be made available to the Commission and this Council. The purpose was to indicate We proposed topography for hiking and the benefits of fishing from the Hawaiian trail rather than the proposed public access. The opportunity of visiting the Hawaiian Homestead community and the proposals by the Department of Hawaiian Home Lands for the shoreline development could be compared to the relatively smaller version of the Waika Subdivision. To our lmowledge, this has not been accomplist?ed but DHHL's Master Plan map is included in this testimo~. (Exhibit 3) At the same time, the importance of the Kohala water~e location in comparison to where the population proposes to reside; would be pored oak The Kohala community has proposed to use the Hawi Road for the waterline, but the cost to bring the waterline down to the where the need is required is quite a distance and would be an extra cock When KHHHCA supported this County effort to provide this responsibility about 6 years ago, this Plan was ah•eady 25 years old aad millions of dollars less than it is today. This is not the fast time the County has let the Hawaiian Homestead down for so long. There is still the flood control in the Panaewa area which is also over 25 years old This flood co~rol comes from nowhere and is goigg nowhere; but the laod has bean taken from the Wait List farmers. Likewise, the law says water must be made available for DHHL use; but where is it? It seems to us in the homestead that the County needs to be accountable to our needs as well. In Kawaihae, we are hoping this happens sooner rather thaw later. Thank you for this opportunity to SUPPORT the efforts of the Waika Subdivision.
